KP Cabinet Introduces Insaf Taleem Card 

August 13, 2024 – In a significant move, the Khyber Pakhtunkhwa (KP) Cabinet, under the leadership of Chief Minister Mahmood Khan, has approved the Insaf Taleem Card for the fiscal year 2022-23. This initiative aims to provide financial assistance to students in government colleges by covering their annual and semester admission fees. The provincial government has allocated Rs. 998.500 million for the program, which is expected to benefit approximately 244,858 students across 274 colleges in KP.

He also expressed concerns about delays in recruiting staff for newly completed schools, colleges, hospitals, and other projects nearing completion. He instructed the relevant authorities to expedite the process and submit the necessary Sanctioned New Establishments (SNEs) within a week.

In addition to launching the Insaf Taleem Card, the KP Cabinet reaffirmed its commitment to transparency in public projects. Chief Minister Mahmood Khan stressed the strict implementation of the E-tendering policy, which is essential for ensuring fairness and reducing corruption in the province’s governance. The cabinet also made important decisions related to environmental protection and forest management. It revised the forest duty on various forest products to boost revenue and regulate timber prices in the local market. For example, the duty on Blue Pine has been increased from Rs. 40 per cubic foot to Rs. 50 per cubic foot, while the duty on Chir, Fir, Spruce, Chilghoza, and other conifers has been raised from Rs. 35 per cubic foot to Rs. 40 per cubic foot. These rates were last revised in 2015, and the update is expected to help in better resource management and revenue generation.

Additionally, the cabinet approved the incorporation of the Minamata Convention on Mercury into the schedule of the Environmental Protection Act, 2014. This decision aligns with the provincial government’s broader commitment to protecting human health and the environment from mercury emissions. By adopting this convention, KP is taking a proactive step toward environmental sustainability.

Health Sector Developments

The KP Cabinet also made significant decisions in the health sector. It extended the Health Professional Allowance (HPA) to Assistant Directors Homeo/Tibb and Homeopathic Doctors and Tabbibs in government health facilities. This extension will provide additional financial support to these healthcare professionals, ensuring they are adequately compensated for their services.

In a related decision, the cabinet approved the renaming of the Cat-D Hospital Maidan Dir Lower to “Shaheed Malik Jehan Alam Hospital Maidan Dir-Lower” in honor of Malik Jehan Alam, who was martyred in an assassination attempt on his brother, Malik Liaqat Ali, MPA, on August 6, 2022. This renaming is a tribute to Malik Jehan Alam’s sacrifice and his family’s contributions to the region.

The KP Cabinet also expressed support for the World Bank’s National Health Support Project (NHSP), which aims to enhance primary healthcare in the province. The project’s allocation for KP is 72.7 million USD, including 50.9 million USD as a loan and 21.8 million USD as a grant.
